Planning and Development
The Planning and Development Branch of the Council has the role of developing and maintaining a quality town planning service.
The Branch has specific responsibilities for:
- Strategic and statutory planning, including the review and assessment of planning and subdivision applications, development of local policies and planning scheme amendments
- Coordination and control of public assets built by developers/subdividers
- Development and implementation of guidelines for development and subdivision
- Ensuring minimum impact on the environment, drainage and access by development or subdivision
- Planning enforcement
- Planning enquiries and customer service
- Social and community planning
- Native vegetation control
- Heritage planning
- Liquor licensing
Appointments are required for customers wishing to make an enquiry with staff of the Planning and Development Branch. Appointments are available Monday to Friday from 8.45am to 4.15pm. Appointments can be made online, in person at the Council office at 90 Welsford Street, Shepparton or by contacting (03) 5832 9700.

The role of Statutory Planning is to provide information and advice about the Greater Shepparton Planning Scheme and to decide whether or not to grant a planning permit for a new use or development proposal within the city of Greater Shepparton.
The Strategic planners form part of the Councils Planning and Development Department and are responsible for the development of strategies, policies and frameworks which aim to ensure that planning, investment and decision making is relevant to the needs of the community and provides a sustainable base for future generations.
Planning Schemes are designed to regulate use, development and protect native vegetation. A planning scheme is a law that regulates the way land can be used and developed. It is the Councils responsibility by law to enforce the Greater Shepparton Planning Scheme.
