Best Value Review Annual Reports

The Best Value Program was legislated by the Victorian State Government in 2001, with an end date of 31 December 2005. 

The program required all councils to review all of their services, to ensure that they complied with the Best Value principles of quality and cost, responsiveness to the community’s needs, accessibility, continuous improvement and consultation. 

The aim of the program was to ensure that councils were doing the right things for their communities; using the right processes, involving and consulting with the right people and providing their services in the most efficient and effective manner possible. 

The Greater Shepparton City Council identified and reviewed 33 services during the life of the Best Value Program.  Upon completion of the program in December 2005, Council initiated a Continuous Improvement Program to ensure that the valuable information and lessons derived from these reviews were built upon.
