Preparation of Budget

At its meeting held on Tuesday 15 May 2012, the Greater Shepparton City Council resolved that the Draft Budget presented to that meeting be the Budget prepared for the purposes of section 127 of the Local Government Act 1989.

The Budget relates to the 2012/2013 financial year, commencing on 1 July 2012 and concluding on 30 June 2013, and:

1. Discloses that, as at 30 June 2012, the total amount borrowed by the Council was $15,700,000.

2. Proposes that there be no new borrowings by the Council during the financial year (excluding any borrowings to refinance existing loans).

3. Projects that the total amount to be redeemed during the financial year will be $362,000.

4. Projects that, as at 30 June 2013, the total amount of Council borrowings will be $15,338,000.

5. Forecasts that the cost of servicing Council borrowings during the financial year will be $1,290,000.

6. Proposes that General Rates be raised by the application of Differential Rates to be determined by multiplying the Capital Improved Value of each rateable land by the rate in the dollar for each category, as set out below:

7. Proposes that the amount in lieu of rates payable in respect of each rateable outdoor recreational land developed primarily for regional use to which the Cultural and Recreational Lands Act 1963 applies be determined by multiplying the Capital Improved Value of that rateable land by the rate in the dollar of 0.0027999.

8. Proposes that under section 159 of the Local Government Act 1989, the Municipal Charge be declared at $214.00 for each rateable property in respect of which a Municipal Charge can be levied.

9. Proposes that annual service charges be declared under section 162 of the Local Government Act 1989, for the dual service of kerbside collection and disposal of refuse along with the kerbside collection of recyclables and that the unit cost of each annual service charge be:

80L Waste service (including a 120L or 240L Recycling service) $159.00**
120L Waste service (including a 120L or 240L Recycling service) $211.00**
240L Waste service (including a 120L or 240L Recycling service) $350.00**

10. Proposes that an annual service charge be declared under section 162 of the Local Government Act 1989, for the kerbside collection and disposal of green organic waste and that the unit cost of each annual service charge be: 120L or 240L Green organic waste service $74.00**

11. Proposes that an annual service charge be declared under section 162 of the Local Government Act 1989, for the sole service of kerbside collection of recyclables only and that the unit cost of each annual service charge be:
120L or 240L Recyclables only service $74.00**

[**Note - these charges do not include GST which applies to all service charges that are levied against non-residential or non-rural properties.]

Copies of the 2012/2013 Draft Budget are available for inspection at the Council Office, Welsford Street, Shepparton, the Doyles Road Complex, Doyles Road, Shepparton and the Shepparton Branch of the Goulburn Valley Regional Library, Marungi Street, Shepparton during business hours or via the Council's website www.greatershepparton.com.au until 5.00pm Wednesday 13 June 2012.

The Council is hosting information sessions in Shepparton, Mooroopna, Tatura, Dookie, Murchison, Merrigum and Tallygaroopna to explain key elements and challenges of the budget and to outline the submission process. Details of these sessions will be advertised in the next week.

Any person proposing to make a written submission on a proposal contained in the 2012/2013 Draft Budget must do so before 5.00pm on Wednesday 13 June 2012. If you wish to be heard by the Council in support of your written submission, you must state this clearly in your submission. Late submissions will not be considered.

Any person requesting to be heard in support of a written submission is entitled to appear in person, or be represented by a person on his or her behalf. Submissions should be addressed to Mr Gavin Cator, Chief Executive Officer, Greater Shepparton City Council, Locked Bag 1000, Shepparton, Victoria 3632. Persons electing to be heard will be required to attend a special meeting of the Council to be held at 4.00pm Tuesday 19 June 2012.

All written submissions will be considered when the Council meets to consider the adoption of the 2012/2013 Draft Budget at a special meeting of the Council to be held at 1.00pm Tuesday 26 June 2012.

In accordance with section 223 of the Local Government Act 1989, please note that copies of submissions (including submitters' names and addresses) will be made available at the Council meeting at which the above proposal will be considered. The Council is also required to make submissions a public document which will be available for public inspection for a period of twelve months. This information includes the personal information of the submitting party.
