A Municipal Early Years Plan (MEYP) is a local area strategic plan for development and coordination of early education, care and health services, activities and other local developments for young children.
Every municipality in Victoria is required to develop a Municipal Early Years Plan.

Greater Shepparton Best Start Municipal Early Years Plan (BSMEYP) 2008-2010
The Best Start Municipal Early Years Plan is a three year plan that aims to improve the health and wellbeing of children aged 0 to 8 years in the Greater Shepparton area. The plan builds on the achievements of the Greater Shepparton Best Start Demonstration Project 2003-2007 which established strong community partnerships to improve services and facilities for children and families.
Given the common links between Best Start and the Municipal Early Years Plan a decision was made early on by the Partnership Group that the two plans be merged.
Many people have contributed to the development of the BSMEYP, from directors to service providers, parents and the wider community. Consultations have been thorough in order to ensure key issues impacting on the health and wellbeing of our local children and families are reflected in the plan and that current evidence, data and practice knowledge has been taken into account.
